Clipboard — copy button for code blocks

Adds a copy-to-clipboard button to code blocks, plus an optional language label. Ported to Flarum 2.0 from ffans/clipboardjs.

Install: composer require linkrobins/clipboard, then enable it in the admin Extension Manager (or install it straight from Packagist there).

Fixed

The red "copy failed" outline is now limited to the code-block theme it belongs to, so it can't accidentally show up on other elements that happen to use a "failed" style.

Plus formatting and CI cleanups behind the scenes.
