An article's reports are now removed in code when the article is permanently deleted, rather than relying only on the database foreign key to do it.
On a normally installed forum the foreign key already handled this on all four supported databases, so nothing changes for you. Doing it in code as well means it no longer depends on foreign_key_constraints being present in config.php, which SQLite needs and which a hand-edited config could be missing.

The report queue has a proper test suite behind it: 15 tests over who can report, who can read the queue, and what an editor is allowed to change once a report is in.
